8:00 a.m. EST on a Saturday morning.  What?  I answered my cell phone and said "hello" twice, then they disconnected the call.  I also had the same experience last evening with 866-948-0585 which also seems to be a scam phone number.  Is nothing sacred in this world?

Called but left no message. Based on other reports of this number, we will never answer the phone.

I just got off the phone having the same experiences listed above...but my call went a little further, After refusing to turn on my computer for several minutes, and being passed to 3 different people, I decided to play along. He asked me to click on Start, Right click on Computer, click on Management. Then Click "yes" to continue (for permission), Then click on Event Viewer, WIndows Log. Then he directed me to the middle of the page to scroll down and count the number of "Errors". I counted to 45 errors and stopped, although there were more. Then he explained that we needed to fix these software errors on my system. He said he was going to connect me to the technical dept so a tech could connect to my computer to walk me thru deleting them. Um, I dont think so! I refused. So to try to convince me, he told me that when you buy a computer, you fill out the registration with your information, and he could prove that he had the number assigned to my file and computer. He then instructed me to hold ctrl/windows button/and push the letter R. I again refused. (not sure what that would do, maybe open a connection for them?) I told him I thought this was a scam (for the 4th time) and I wasnt going to allow anyone access to my personal files. Then he asked if I had a mobile phone. Yes, I replied. He directed me to call 1-510-374-4990 while he waited, so after verification we could continue. I refused. He said he would call me tomorrow - oh joy... His name was Ricky (yeah right) and the company he supposedly represented was National Computer Maintenience Department. He said they were based out of CA, I asked why then is the number you're calling from come up on the caller ID as NY. He said they were the call center. That they have local technicians in all towns. I said I dont need your services, I am protected by Norton Antivirus. He then said that obviously that isnt working because of all the errors we found. Unbelievable! I hope people dont willingly give up their info. At one point, he told me that he can guarentee he wasnt a scam, because he lives in the US and understands my curosity because he, himself recieves 20-30 calls per day trying to scam him. WHAT A JOKE!

Sarcastic little turd.  All other messages here resonate with my experience.  Thick Eastern accent, bad connection, persistent pitch, and rude manner. Same nonsense about computer viruses. I told him plainly and firmly to put me on his Do Not Call list.  I asked him to say Yes or No if he understood.  He then said he didn't understand English, and asked me to say it in Spanish. Fancies himself a comedian in addition to being a scam artist.  I like the air horn idea.

Caller type: SCAMI just got a call from a man with a seemingly think Indian accent.  He told me my computer had many viruses and he was going to help me remove them.  I knew it was a scam, but I was curious as to what he was up to so I played along.  He'd tell me to click on this and that, then asked what the computer said.  I didn't do anything he said, but lied and replied that my computer had just frozen up.  He said it was because of all the viruses I had on my computer.  I asked for his name and number so I could call him back, but he wouldn't give me that information and finally after I kept asking he hung up.  I'm putting a nice loud whistle by my phone in case he calls back.  I'll give him a real earful if he does!

Receive call today. People sounds middle eastern. Stated he could help with virus on my computer. Questioned him and he stated he was from Online Solutions for all windows computer to help with this virus. He also stated he was calling from California, but this number not from there. He stopped conversation and hung up. Area code "212" is from New York, but even they do not use "000" for phone numbers. There is an Online Solution in Serbia (formal Yugoslavia); interesting. Tried calling number and it's not a good number.

Just received a call from this same company. Woman speaking very unclear English. Kept telling me my computer received bad files and was having issues with internet, google and facebook. I told her we do not facebook and if she could once again provide me with her company name I would contact the BBB to verify and then call her back, needless to say the line went dead right away! Was National something.... sorry her speaking was terrible!

I  also received a call similar to the posts above.  The man wanted me to get on my computer so that he could fix a virus.  I said I had a virus program and absolutely would not get on my computer.  I am sure that he actually wants to connect to my computer to access information on it, or put a file in my computer that would give them access, or actually put in a virus, so that you would have to pay him to remove it.He called back three times, so he is very persistant.

Man with thick Indian Accent called asking to speak with Mr. Woo.  Advised that I was not Mr. Woo and that Mr. Woo has not been at this number.   Caller then said he would call back tomorrow.  I told him no I do not want him calling me since I am not Mr. Woo and Mr. Woo does not live here.  He then said he would keep calling back every week.  I asked him not to again.  He insisted he would keep calling me back regardless.  After having to request to speak to a supervisor repeatedly he claimed he was transferring me to a supervisor.  The same person was on the line and then a female voice was too, but she never identified herself beyond allegedly being as supervisor.  The same man did all the talking and the "supervisor" would not answer any questions nor reassure that they would stop harassing me.  I advised if they do not stop calling I would take legal action and the man said I cannot do that.  When I asked for his name and the name of his company he disconnected the call.

I to received a call from a middle eastern man with a very thick accent. Also had to ask him to repeat himself several times. He told me my computer was sending encrypted messages to his computer and it needed to be stopped. I went along with it out of curiosity he told me to go to my computer and he would walk me through the steps of stopping this. He was very very insistent until I abruptly told him he was full of sh.t and my computer is in the shop for repairs. He hung up immediately. Aside from the fact that these calls are annoying I can't help but wonder how many people get caught off guard by people like this and give access to their computer to these scam artists. The has to be a way of stopping them

Just received a call from this number.  I didn't answer, nor did they leave a message.  I have worked in IT for the last 18 years, and hold a Masters degree, so I can tell you without a doubt that this is a scam.  They are trying to gain access into your computer to retrieve information.  PLEASE...do not fall for this.  If you think you have a virus, please purchase Norton, McAfee, TrendMicro, Kaspersky, etc and scan your own computer.  If you don't feel comfortable doing this, please take to a friend or even Best-Buy to do it for you.

I got a call tonight on my cell phone.  The man on the phone had such a thick accent, I had to ask him several times to repeat why he was calling (and I'm used to working with people for whom English is not their primary language).  He was very persistent, and I kept wondering why on earth would someone call me about a potential threat to my computer.  The man then said that if I got on my computer, he would walk me through some steps to help me keep my computer safe.  I told him he should not be calling me, and I told him to remove my phone number from his records.  Aie aie aie!

I have been getting many calls from these people for over a year now. Most of the time it is a Middle Eastern sounding gentleman, but today it was a woman with a bad phone connection. Today I was told she had a report that I had a virus. Funny how I have trendmicro on my computer and we are fine. She hung up on me when I questioned her about where this report came from. I am not sure who they say the company is. PC Solutions sounds familiar. They usually say they are calling about my computer or act like they have something to do with Windows, not Microsoft.

I'm being harassed by them. I've told them plenty of times I can't even afford to survive on my own let alone donate to them. They KEEP CALLING! I emailed them via their website on 4/05/2010 and got a message back saying my name and number would go on their do not call list. As of this week I started getting the calls again. Oh wow a whole two weeks without a call from them. Even though they are considered a charity, I still reported them to the DO NOT CALL list and sent them ANOTHER email. Its bad enough my inbox gets junk mail, now I need to deal with junk calls begging for money. Does this mean I can start my own donation fund and call random numbers in the phone book begging for money??

Per the FTC website re: the do not call list. "Charities are not covered by the requirements of the national registry. However, if a third-party telemarketer is calling on behalf of a charity, a consumer may ask not to receive any more calls from, or on behalf of, that specific charity. If a third-party telemarketer calls again on behalf of that charity, the telemarketer may be subject to a fine of up to $16,000 ."If they call, document the date/time, the company name, who they are calling on behalf of, the name of the person making the call, and that you clearly told them not to call on behalf of this charity again. They will likely try to get you to agree that it will take them some time to update their database, don't agree to it. When they call again, document the same info and report them to the FTC and get them hit with up to a 16,000 fine each time they called after you told them not to. I suspect this will stop the calls.

I've been receiving calls with Boston MA in Caller ID and, as usual, we don't pick up. Callers who are on the up & up identify themselves on Caller ID and leave messages.  "People who have nothing to hide hide nothing."  Serial calling is just plain harrassment.  There should be regulations on how many times a business (including solicitor) can call anyone.  However, it's unlikely that they'd be enforced.  Laws must have teeth.

Yes, this is a scam. One of those bogus charities that puts most of the money in its directors' pockets. That last poster, snow, works for these scam artists. The police get a tiny fraction of what's collected, and, in any case, like most public employees now, they make far more than the average worker, according to several recent studies.I predicted that this call came from them, because every time they call, they use a different phone number (to trick the callee and to get around call blocking), but all of their numbers begin with 617-245.No legitimate operation would be constantly changing their phone number.

THE INFO YOU ARE REQUESTING IS AVAILABLE ON THE DONOTCALL.GOV WEBSITE!  this is what YOU SHOULD HAVE READ when you registered your phones.  UNDER THE MORE INFORMATION BOX.  http://www.ftc.gov/bcp/edu/pubs/consumer/alerts/alt107.shtmQ&A: The National Do Not Call RegistryTell Me More About the National Do Not Call RegistryWhy would I register my phone number with the National Do Not Call Registry? The National Do Not Call Registry gives you an opportunity to limit the telemarketing calls you receive. Once you register your phone number, telemarketers covered by the National Do Not Call Registry have up to 31 days from the date you register to stop calling you. Who manages the National Do Not Call Registry? The National Do Not Call Registry is managed by the Federal Trade Commission (FTC), the nation’s consumer protection agency. It is enforced by the FTC, the Federal Communications Commission (FCC), and state law enforcement officials. Why was the National Do Not Call Registry created? The registry was created to offer consumers a choice regarding telemarketing calls. The FTC’s decision to create the National Do Not Call Registry was the culmination of a comprehensive, three-year review of the Telemarketing Sales Rule (TSR), as well as the Commission’s extensive experience enforcing the TSR over seven years. The FTC held numerous workshops, meetings, and briefings to solicit feedback from interested parties and considered over 64,000 public comments, most of which favored creating the registry. You can review the entire record of the Rule review at www.ftc.gov/bcp/rulemaking/tsr/tsrrulemaking/index.htm. How Does Registration Work? How soon after I register will I notice a reduction in calls?Telemarketers covered by the National Do Not Call Registry have up to 31 days from the date you register to stop calling you. When I register my phone number, how long until it shows up on the National Do Not Call Registry? After you register, your phone number will show up on the registry by the next day. Telemarketers have up to 31 days to get your phone number and remove it from their call lists. What if I change my mind? Can I take my number off the National Do Not Call Registry? You can delete your phone number only by calling toll-free 1-888-382-1222 from the telephone number you want to delete. After you contact the registry to delete it, it will be removed from the National Do Not Call Registry by the next day. But telemarketers have up to 31 days to access information about your deletion and add your number back to their call lists, if they choose to. If I registered by phone, will I receive a confirmation? No, but you can verify that your number is on the registry online at www.donotcall.gov or by calling the registry’s toll-free number (1-888-382-1222) and following the prompts for verifying that your number is on the registry. I received a phone call from someone offering to put my name on the National Do Not Call Registry. Should I let them? No. The FTC does not allow private companies or other such third parties to register consumers for the National Do Not Call Registry. Websites or phone solicitations that claim they can or will register a consumer’s name or phone number on the National Do Not Call Registry — especially those that charge a fee — are almost certainly a scam. Consumers may register directly, or through some state governments, but never through private companies. For consumers, the National Do Not Call Registry is a free service of the federal government. What About the Privacy of My Information? If I choose to register my phone number, how will my information be used and disclosed? We collect your phone number and store it in the National Do Not Call Registry so that telemarketers and sellers covered by the FTC’s rules can remove your phone number from their call lists. Telemarketers are required to search the registry every 31 days and delete from their call lists phone numbers that are in the registry. Phone numbers in the registry also may be shared with law enforcement to assure compliance with federal and state law. If you contact us via the Internet, we also collect your email address to confirm your registration request. We will store your email address in a secure manner, separate from your telephone number. We will not share your email address with telemarketers. For more information about the privacy of your information, please see our privacy policy at www.ftc.gov/ftc/privacy.shtmWhat Phone Numbers Can I Register? Can I register my cell phone on the National Do Not Call Registry?Yes, you may place your personal cell phone number on the National Do Not Call Registry. The registry has accepted cell phone numbers since it opened for registrations in June 2003. There is no deadline to register a home or cell phone number on the Registry. You may have received an email telling you that your cell phone is about to be assaulted by telemarketing calls as a result of a new cell phone number database; however, that is not the case. FCC regulations prohibit telemarketers from using automated dialers to call cell phone numbers. Automated dialers are standard in the industry, so most telemarketers don’t call consumers on their cell phones without their consent. Can I register all my family and friends? You should register only your own telephone numbers.I have more than three personal telephone numbers. How can I register all of those numbers? You may register up to three telephone numbers at one time on the National Do Not Call Registry website. You will receive a separate confirmation email for each number you wish to register online. You must open each email and click on the link in each one to complete the registration process. If you have more than three personal telephone numbers, you will have to go through the registration process more than once to register all of your numbers. There is a limit on the number of phone numbers you can register in this manner. You can register only one phone number each time you call the National Do Not Call Registry, and you must call from the phone number you wish to register. What happens if I register more than one number at a time online? You will get an email for each number you register online. You need to open each email and click on the link in each email within 72 hours to register those numbers. Can I register my business phone number or a fax number? The National Do Not Call Registry is only for personal phone numbers. Business-to-business calls and faxes are not covered by the National Do Not Call Registry. Will My Registration Expire? How long does my phone number stay registered? Telephone numbers on the registry will only be removed when they are disconnected and reassigned, or when the consumer chooses to remove a number from the registry. What If I Move or My Phone Is Disconnected?I moved and got a new phone number. Do I need to register the new number?Yes.Do I need to take my old phone number off the list when I get a new number? No. You can if you would like to, but the system will automatically remove most numbers that are disconnected and reassigned. What happens if my phone number is disconnected and then reconnected? If your number is disconnected and then reconnected, you may need to re-register. In addition, there are actions that you or your telephone company might take that could cause your registered phone number to become unregistered — even if your service has not been interrupted (such as changing calling plans or other services, or changing the billing name on the account.) To verify that your number is in the Registry, go to www.donotcall.gov or call 1-888-382-1222 (TTY: 1-866-290-4236). Each time you re-register, telemarketers will have 31 days to take your number off their call lists. What If My Area Code “Splits”?If my area code changes, do I need to re-register?If the phone companies change the three-digit area code for your home or mobile phone number, you do not have to re-register it with the National Do Not Call Registry. The number with the new area code will be registered for you during the 90-day period when both the old and new area codes work. This is known as the Permissive Dialing Period. Do I need to delete registration of my number with the old area code? No. You do not need to delete the registration of your phone number with the old area code. An automated process will remove it after 90-day Permissive Dialing Period.Registration and My Email Address Why do you need my email address? When you use the registry’s website to put a phone number on the National Do Not Call Registry, we collect your email address to confirm your request. We will send you an email and you will need to click on the link in the email within 72 hours to finalize your registration. We also collect your email address when you request to verify your registration online so that we can email you a response to your verification request. We will store your email address in a secure manner, separate from your telephone number. We will not share your email address with telemarketers. Can I register online if I do not have an active email address? No. The online registration process requires an active email address. If you register online, we will send you an email message with a link in it. You need to click on the link in the email within 72 hours to finalize your registration. If you do not have an email address, you can register by phone (1-888-382-1222).Can I reply to the email I got when I was registering? No. The email address is a one-way mail service. It cannot accept incoming emails. You must click on the link within the email within 72 hours to finalize your registration. What if my email address changes after I register? Will I still be able to verify my registration on the national registry?Yes, you will be able to use your new email address to verify your phone number online.I’m Having Problems With RegistrationI called to register my phone number, but the message said my phone number could not be verified. Why not? When you call to register a phone number, you are asked to enter the number you are calling from. The system tries to match the number you enter to “Automatic Number Identification” or ANI, which is like Caller ID for the telephone network. A small percentage of U.S. phones do not have ANI. If your phone doesn’t, the system will have trouble locating your phone number. You can register your phone number on the National Do Not Call Registry website at www.donotcall.gov.I called to register my phone number, but the message said that the phone number I was calling from did not match the phone number I entered. What happened? To register, you must call from the phone you want to register. For example, you cannot register your home phone number by calling from work. Also, people in certain communities — such as senior living centers or university residences — have phone numbers that are hidden by a PBX (private branch exchange) telephone system and cannot be matched by the National Do Not Call system. If you live in such a community, you can register your phone number on the National Do Not Call Registry website at www.donotcall.gov.I received an email from Register@donotcall.gov, but I don’t get a “Registration Complete” message when I try to click on the link. What should I do? You may not be able to click on the link in your email from Register@donotcall.gov, or it may take you to a page that says “Registration Incomplete.” You can complete your registration by using the “cut” and “paste” functions to insert the link in the email into the “address” line on your Web browser. You must cut and paste the entire link. It is very long — possibly more than one line of text. You cannot re-type the link. Will All Telemarketing Calls Stop If I Register? If I register my number on the National Do Not Call Registry, will it stop all telemarketing calls? No. Placing your number on the National Do Not Call Registry will stop most telemarketing calls, but not all. Because of limitations in the jurisdiction of the FTC and FCC, calls from or on behalf of political organizations, charities, and telephone surveyors would still be permitted, as would calls from companies with which you have an existing business relationship, or those to whom you’ve provided express agreement in writing to receive their calls. However, if you ask a company with which you have an existing business relationship to place your number on its own do-not-call list, it must honor your request.  You should keep a record of the date you make the request. Are calls from political organizations or calls soliciting for charities covered?Political solicitations are not covered by the TSR at all, since they are not included in its definition of “telemarketing.” Charities are not covered by the requirements of the national registry. However, if a third-party telemarketer is calling on behalf of a charity, a consumer may ask not to receive any more calls from, or on behalf of, that specific charity. If a third-party telemarketer calls again on behalf of that charity, the telemarketer may be subject to a fine of up to $16,000 .What about telephone surveys? If the call is really for the sole purpose of conducting a survey, it is not covered. Only telemarketing calls are covered — that is, calls that solicit sales of goods or services. Callers purporting to take a survey, but also offering to sell goods or services, must comply with the National Do Not Call Registry. My number is on the National Do Not Call Registry. After I bought something from a company, a telemarketer representing that organization called me. Is this a violation? No. By purchasing something from the company, you established a business relationship with the company. As a result, even if you put your number on the National Do Not Call Registry, that company may call you for up to 18 months after your last purchase or delivery from it, or your last payment to it, unless you ask the company not to call again. In that case, the company must honor your request not to call. If they subsequently call you again, they may be subject to a fine of up to $16,000 .An established business relationship with a company also will be created if you make an inquiry to the company, or submit an application to it. This kind of established business relationship exists for three months after the inquiry or application. During this time, the company can call you. If you make a specific request to that company not to call you, however, then the company may not call you, even if you have an established business relationship with that company. You should keep a record of the date you make the request. Are telemarketing calls from overseas covered?Yes. Any telemarketers calling U.S. consumers are covered, regardless of where they are calling from. If a company within the U.S. solicits sales through an overseas professional telemarketer, that U.S. company may be liable for any violations by the telemarketer. The FTC can initiate enforcement actions against such companies.Other Ways To Limit Telemarketing CallsI’m happy to have the choice to limit telemarketing contacts, but there are some telemarketing calls I don’t mind receiving. Is there a way to allow only certain companies to call?Yes. If you give a company your written permission to call you, they may do so even if you have placed your number on the National Do Not Call Registry. If I don’t want to put my number on the National Do Not Call Registry, can I still stop telemarketers from calling?Yes. Even if you do not register with the National Do Not Call Registry, you can still prohibit individual telemarketers from calling by asking them to put you on their company’s do not call list. What is the relationship between the state do not call lists and the National Do Not Call Registry in terms of coverage? The National Do Not Call Registry requirements are at least as stringent as most state laws. Most unwanted telemarketing calls will be covered by the National Do Not Call Registry. States also can continue to enforce their laws, which will not be limited by the FTC. However, the FCC’s requirements impact some state laws. For information on the FCC’s rule, visit www.fcc.gov.Filing a Do Not Call ComplaintWhen can I file a do not call complaint? If your number has been on the National Do Not Call Registry for at least 31 days and you receive a call from a telemarketer that you believe is covered by the National Do Not Call Registry, you can file a complaint at the registry’s website at www.donotcall.gov or by calling the registry’s toll-free number at 1-888-382-1222 (TTY: 1-866-290-4236). You may also file a complaint if you received a call that used a recorded message instead of a live person (whether or not your number was on the Registry).  How do I file a do not call complaint? What do I need to file a complaint? You can file your complaint on the registry’s website, www.donotcall.gov, using the File a Complaint page. You must provide the date that the company called you and the number that was called and respond to a question asking if the call was a prerecorded message. Holidays are always an expensive time, yet many want to support charities and worthwhile causes. But the last thing you want to do is have your contribution line the pockets of the solicitor. In Oregon, Attorney General John Kroger unveiled a list of Oregon's 20 Worst Charities and offered tips to consumers on how to donate wisely. "In the middle of a recession, it is more important than ever that generous Oregonians make charitable contributions to organizations that help veterans and others who are in need," Kroger said. "It is critical, however, that people donate wisely. Although many charities do great work, some are little more than scams with good-sounding names but that do little to actually help the people they claim to support." State law requires charities to file periodic financial reports with the Oregon Department of Justice disclosing how much money the organization raised and how the funds were spent. The Department's Charitable Activities Section has identified 20 organizations (see attached) that spent more than 75 percent of the donations they collected on administrative costs and professional fundraising. While guidelines issued by the Better Business Bureau (BBB) suggest that charitable organizations should spend at least 65 percent of their funds on charitable programs, every charity on the Department of Justice's list devoted less than 25 percent of their expenditures on charitable program activities. One organization near the top of the list, Shiloh International Ministries, solicits donations to provide medical necessities and other support to needy children, veterans, and homeless persons. According to the most recent financial filings, the California-based nonprofit spent an average of $1,023,215 per year, 96.35 percent of which went to management and fundraising. Kentucky concernsUnscrupulous charity solicitations are not just confined to one area of the country. With double-digit unemployment rates in Kentucky, for example, more Kentucky families are in need of a helping hand this holiday season. Kentucky Attorney General Jack Conway says people who give to a charity should give wisely. Unfortunately, he says, there are unscrupulous or even fraudulent charities that prey on the generosity of Kentuckians. "Every dollar donated to a reputable charity can make a difference in the life of someone who may be struggling to put food on the table or clothe a child," Conway said. "Irresponsible or fraudulent charities not only take advantage of the kindness of hard-working Kentuckians, they deprive those who need our help. Before you decide whether a charity deserves your donation, gather as much information as possible to make sure the charity is not a scam and that your donation reaches someone in need." Both Kroger and Conway offer these tips for wise holiday giving: • Donate to charities you know and trust. • Be cautious of sound-alike charities and solicitors unable to answer questions. • Always ask what percentage of your dollar goes to the cause. • Don't be pressured into making a donation. • Ask if the charity or solicitor is registered with the Office of the Attorney General. In fact, only a small slice of the donations actually went to these charities. The civil penalty is the largest ever in an FTC consumer protection case and the agency says it should deter others from violating Commission orders and from deceiving consumers and harming legitimate charities."This scheme packed a one-two punch: it deceived the people who donated, and it siphoned much-needed funds from police, firefighters, and veterans groups," said David Vladeck, Director of the FTC's Bureau of Consumer Protection. "The court's final settlement order packs a one-two punch of its own: a record-breaking financial penalty for violating an FTC order and a lifetime ban on soliciting charitable donations.""Firms and individuals should not mislead the public when soliciting donations for charitable organizations," said Tony West, Assistant Attorney General for the Civil Division of the Department of Justice. "The Justice Department will take action when a telemarketer violates an FTC order and takes unfair advantage of the generosity of donors by providing only a small fraction of donations for the charitable purposes for which they were intended."Under the settlements, the defendants are permanently banned from telemarketing and soliciting charitable donations, and prohibited from making false claims about anything they sell.Defendants Pasch and Keezer are required to turn over numerous assets to a court-appointed liquidator. Pasch will surrender a $2 million home; paintings by Picasso and Van Gogh valued collectively at $1.4 million; a guitar collection valued at $800,000; $270,000 in proceeds from a recently sold wine collection; jewelry valued at $117,000; three Mercedes, a Bentley, and various other assets. Keezer will turn over a $2 million home, a Range Rover, a Cadillac Escalade, and a Bentley, among other assets.According to the complaint, Civic Development Group's telemarketers deceived consumers by telling them that they worked directly for the charities they called about, and that "100 percent" of the consumers' donations would go to those charities.Group has shady historyThe FTC first sued Civic Development Group in 1998, charging that telemarketers working for the company's corporate predecessor misled consumers by falsely claiming that their donations would be used locally to buy bullet-proof vests and provide death benefits for deceased officers' surviving family members. In 2007, the Department of Justice (DOJ) filed a second complaint referred by the FTC, which alleged that the defendants had violated the prior FTC order. The complaint charged that the defendants tried to circumvent state and federal telemarketing regulations by mischaracterizing themselves as "Professional Management Consultants" who were operating independently from Civic Development Group. In fact, they continued hiring, firing, managing, and paying the telemarketers. The telemarketers, in turn, continued to falsely tell consumers they worked directly for the charities, which received "100 percent" of the donations collected. In fact, the charities received only 10 to 15 percent of the donations, and the balance went to Civic Development Group, the complaint stated. And, just over a year ago, Civic Development was among 17 telemarketers sued by the state of California. In addition to the other settlement provisions, the defendants must take reasonable steps to ensure that their employees comply with the settlement, and comply with standard FTC record-keeping and reporting requirements.Helpful hintsTo keep from getting scammed by "charity" solicitors, here are some tips to remember before making a donation:• Ask how much of the donation will actually go to the charity (as opposed to the solicitor).• Always get an address, phone number and contact name.• Beware of sound-alike names.• Ask questions, read and listen carefully to all of the information that is presented to you.• If you donate, do not give cash.• Be skeptical of excessive pressure for on-the-spot donations.• Do not give credit card numbers or personal information over the phone.• Call your state attorney general's Office to check on a charity's status.State and federal governments have been working together to put an end to such charity telemarketing scammers.Read more: http://www.consumeraffairs.com/news04/2010/04 ... l#ixzz0jwZVVPtO

The FOP is not really the police.  It is an agency the police use to fund raise.  The agency gets the majority of the money raised unfortunately.  The money does go to a good cause, I just wish I could donate $ and that ALL my $ would go to the cause and NOT to a call center!!! The do not call list does NOT refrain the FOP and political parties from calling you.

No legitimate organization would raise money like this, they should be ashamed. These calls are not excluded by the do not call list as they are 3rd parties calling on behalf of the "charity". Per the FTC website:"Charities are not covered by the requirements of the national registry. However, if a third-party telemarketer is calling on behalf of a charity, a consumer may ask not to receive any more calls from, or on behalf of, that specific charity. If a third-party telemarketer calls again on behalf of that charity, the telemarketer may be subject to a fine of up to $16,000 ."Document the time/date, name of the company, who they are soliciting for (FOP), name of the caller, the company address, the caller ID info, and that you clearly told them to no longer call on behalf of the specific charity. When they call again, you can contact the FCC and hopefully get them hit with a $16,000 fine for each offense.

I have called the number.  It directs you to a customer service department that can answer questions, help you donate, or anything else related to the FOP. Also, there’s information on www.massfop.com. Plus, you can contact them there with any questions or requests. The FOP is doing a lot of really great things for Massachusetts police officers and the people that call are trying to help them raise money so they can do even more good.

This is not a scam ~ it is a call from an inmate, being directed to you from an outside company, probaby Correctional Billing Services. If you listen closely, you can hear the person state their name when you answer, before you accept the call. If you know no one in jail (or think you'd never know anyone that would end up there), then it is probably an inmate trying to call someone and they accidently transposed a number or is simply dialing a number that was previously owned by someone else. If you get the call and don't want to accept it, simply ignore it, it's as easy as that.

Here's the deal...It's a legit service being used properly by those detained for whatever reason and abused by others hence all the confusion.  Its an '866' toll free number similar to 1800 numbers owned a company that sells its 'phone services' to jails/prisons nationwide.  People incarcerated for whatever reason that can generally only make collect 'outgoing' calls to inform others of their situation, make arrangements for bail, etc. If the facility a person is detained in subscribes to the 'service' and a detainee makes an 'outgoing' call, honestly or otherwise, people called receive the recorded message mentioned.  Prices are astronomical, taking advantage of those locked up.  Generally if its a legit purpose, the honest caller will call back "when they can" or reach out to someone else.  This post doesn't tell you what to do when you receive the call, just what's going on around it...Use common sense and best judgement when deciding.

Did it ever occur to you, that maybe... just maybe in some crazy scheme to turn a profit, phone companies re-use phone numbers??  Do you think it's possible your number may not be a virgin?  Your phone number has probably had many different owners.  Especially with all the pre-paid "throw away" phones sold now that are so popular with criminals and drug dealers, you're a fool to think otherwise.I've been in jail many times and I have friends in jail right now.... many jails are using this type of for-profit company to handle inmate calls these days.  These companies are better equipped than many small county jails to handle the monitoring, staffing, recording and storing of these calls (which, by the way people, these conversations can be used against you and the inmate!! don't say nothing! they keep recordings of every call made for years, all jails and prisons do).  This company services jails and prisons all over the country, not from one particular county or city.  It is legit.  It could be argued they scam a guy out of $9.99 for a 50 cent call, but that is capitalism for you at it's best; the demand is high, the jails are full and they can charge as much as they want because families will pay it.

It's not a scam.  At least it's not a scam in the sen that you've described.  It's actually a call originating from an inmate who is trying to reach you by calling collect from a Texas state jail.  I received a call from this number yesterday, and sure enough it was someone who I knew who was recently arrested and was being kept in the Brazoria County Jail.  The scam is the amount of money you will be charged should you choose to accept the call.

866-847-1251

160 Report Long ago Unknown
It is not a scam, it is a call placed by an inmate in a correctional institute. If you go to your state's department of corrections site they should have a web page citing what call company they use. Yes, you will be charged if you accept the call. Yes you can go figure out which company your state (or the state the inmate is calling from) is using and ask them to block your phone number. It is your right to have your phone number blocked and the company will willingly do it. Mississippi's MDOC website says that they use Global Tel inc. which consists of 3 different companies working in different states to allow people in: Jail, prison, or a prison work system to call their loved ones. You can set up an account for about 25-50 dollars so that your loved one or friend can call you through that system, but they have to be processed and you need to know what facility they are in. If they are in jail (for DUI, driving w/o a license, under-aged drunkenness ext.) you'll have to wait for them to call you back as (at least in MS) you won't be able to figure out which jail they are in.My boyfriend is in jail waiting for his court hearing, everyone makes mistakes, and many of you have broken the law (you just haven't gotten caught or got off w/o time). To some this seems like a scam, but for those who know and love people who are in prison, being able to talk with them is a blessing. I'd  rather hearing my loved ones voice than using the money to go to a movie

160 Report Long ago Unknown
When my husband called me from jail last year and I accepted the call it said there would be a charge of $9.99 to accept, for a maximum of 15 minutes. After the call I then received a text message asking if I wanted to subscribe to a $9.99 monthly service to be able to receive future calls, otherwise I would no longer be able to receive future calls to my cell number. Since I knew my husband was getting out the next day I text back "no", after which he could no longer call my cell, but if it was a case where someone you knew was going to be there for awhile it would be worth signing up for the service as opposed to paying $9.99 for each individual call even if your provider DOES allow more than one call without having to sign up for the service... I don't know how long it takes before you can accept a call from the jail again- a month? 6 months? A year?-- but yesterday my husband turned himself in for missing his court date last week, and I noticed that while i was waiting to bail him out he called me, so even tho I didn't answer I know that obviously my phone can receive calls from the jail again. It just seems like if you don't accept to pay for the monthly the first time it shouldn't just block your number for some unknown period of time after that, it should offer you the chance to sign up for the service the next time someone calls, cause who knows what could happen where that person gets arrested again, or someone else does, and you can't even receive their call because you declined to sign up for the monthly service the first time :-(.... This WAS over a year ago when this happened, so maybe they have changed things-- and he was able to call me yesterday so obviously after some period of time you can accept calls again, and different providers will have their own policies of course, but for the most part if someone calls you from the jail and you expect to hear from them again anytime soon after that, you would probably want to sign up for the monthly service.

I am sorry you had a bad experience and feel this is a scam. I to recieved these same calls for over a week so I investigated online and found out it is not a scam. My son is incarcerated and he was the one calling. I contacted "Correctional Billing Services" and prepaid for what is a basically a phone card. My son can only call my number unless I list another one on my account. Of course since it is my dime he will only be contacting me! He simply picks up the phone and dials my number and we are connected. No operators, going to his facility to purchase phone cards, or mailing money orders. In essence this is a wonderful service for people with loved ones incarcerated. Please be mindful and remember that not everyone in jail is a bad person. Some are even innocent. Alot of people make mistakes as well. I love my son and he made a bad choice and is serving his time. He is a good boy who just turned 21 and has no priors. He was gainfully employed, owned a home & car, went to college, paid taxes, voted, had no kids, etc. He simply chose the wrong friends who were not interested in achieving anything he has in his 21years and wound up in the wrong place at the wrong time. This service helps people like my family stay united. You see, my son is not the only one doing time.......his family is also serving time until his release.

You are absolutely right! People speak when they don't know better... but it's ok everyone has to learn.  There are two different type of people that will use this number... 1. Good people that made a mistake and are now paying for that mistake, they do not know the tricks of the trade on how to utilize the process on how to contact a loved one once they are in jail. They have been given this number to call because the person they are trying to contact will not accept collect calls. Once you set up your phone to accept calls from a correctional facility you will not have to use this service. 2. For the people that are getting burned by someone that is in jail....Maybe these people KNOW the trick of the trade and are calling either random numbers or the old number to someone they once knew. Like it was said before, if you don't know them... don't accept the call. It's that SIMPLE... be smart and learn something before you comment. It makes you as smart as you look :) To btk... My prayers go out to you.. keep up the faith and GOD will control this situation... He always does.... AMEN

You need to know that people who see the inside of a jail are not only inmates! N E way, I have friends and family that have been incarcerated and the only phones available are set up through an outside billing source. Actually, their first phone call is FREE but, alot of people don't know this since they are too distraught to think at the moment. All you have to do is listen for the name of the caller, don't accept the call, then check your local jail or go online and use inmate locator service for any state you think this individual is in. People, get educated on stuff before you post misleading or ignorant information! As a matter of fact, nobody's opinion of what I have just said will bother me; especially if it's negative. I speak from experience and by the way, did I mention, I got a call today. My child, poor gal, is in trouble once again. Pray for us. :)

these people are calling phone numbers from memory they probably just had the wrong number. If you had to suddenly remember the phone numbers of your friends and family without looking, could YOU do it? PROBABLY NOT. Dont be such a jerk!

Pay no attention to Sharon or Andi.  This is a legitimate number, and not a scam at all, however, make sure that you know the person on the other end of the line.  It may be a loved one that may now be an inmate, or it could possibly be an inmate trying to scam you.  Make sure you know the person before accepting that collect call.

Listen to Sharon people!  She knows what she's talking about.  I live in Indiana & it happens here & all over the country!  Maybe a few of you happen to know someone in jail that you are getting a call from, but the majority are being scammed by low lifes who really are in jail & are trying to use your money to contact someone!  I can tell there are a lot of know-it-all teenagers on here!  GROW UP & PAY ATTENTION!!!

This is NOT a scam. This number is from an inmate trying to call you from jail or prison. My boyfriend, who had never had any legal issues or done any jail time prior to this, called me from this number because he was taken to jail for driving without insurance and the car was towed, which is Texas law. He was calling me to let me know what was going on because he never came back from work and I was getting really worried. I was extremely shocked to receive a call from an inmate, because no one I know gets into trouble like that, but apparently it happens because the inmate turned out to be my boyfriend. I would advise you to answer the call, because it could be a friend or a loved one trying to let you know what is going on and that they are in trouble. Yes they do charge $9.99 to accept the call, which the recording tells you UP FRONT and gives YOU the option to either accept the call or hang up, just like a collect call.

This "is" a scam! And an old one at that. Although "you" have a friend who is an inmate, there are others like me who don't. The phone companies have warned about this scam for many years. I learned about this scam over 20 years ago when someone called my home and gave my brother's name. He actually sounded like my brother and gave his name. It wasn't him because he walked through the door. By that time I had already accepted the call and the person disconnected. Later, I had a lot of charges on my phone that I had to have the phone company remove. This is a trick used by the inmate. They use the opportunity to commit crimes or call their friends and family and you get charged.Read this LA County news article: The scheme involves inmates placing phone calls from inside prison and then convincing whoever picks up the phone to dial a number with a special call forwarding prefix. That prefix will then forward all incoming calls made to the victim’s phone to the scammer’s phone including collect calls made by inmates who want to avoid the charges.Deputy Robert Bacey says the scams helps circumvent the jail house phone system’s automatic greeting.“When an inmate in the Los Angeles County system calls you, there is a pre-recorded message that says, ‘An inmate from the LA County Sheriff’s department is trying to contact you via a collect call, are you willing to accept those charges?’”, says Bacey.Officials say anyone who has been a victim of the scheme should contact their service provider, or opt-out of the call forwarding by dialing another prefix.(©2010 CBS Local Media, a division of CBS Radio Inc. You are correct, Correctional Billing.     Someone calling from county jail or state prison.    Usually the inmate figures out how to get a one time to that number free call for about 45 seconds asking the person to set up an account with correctional billing so they can talk for about 15 minutes at a charge usually around $2.70  ro $3.00.    I understand the fear of a scam but if they will think for a minutes who might have gotten arrested after a few days most people figure it out.   The inmate of the county or the jail has to have money to purchase stamps to write so someone was reaching out to ask to tell a family member or get help.I have had an account with correctional billing and you pay an amount of your choosing and then when they have made the number of calls to use of the money they have to wait until you put some more money on.  It is sorta like a prepaid phone.I hope this clarfies.   The 9.99 amount must be in a state where the jail or prison is getting a big kickback.   I wished I did not know this information but I do due to family members so I would say just beaware that it may be a call from a relative needing you.  It is confusing because you are expecting it to be like a local area code and a familiar number from your local area but it is a 1-866 number.  You can google Correctionalbillingservices.com and contact them regarding the phone call you received they should be able to tell you what facility called your number.

This is not a scam.  They are calls from jails who use Correctional Billing Services (CBS) as their phone carrier for inmate.  You can set up a prepaid  account directly with CBS instead of accepting the $9.99 bit.

My mother received this call on a phone with a 706 area code, but she lives in the 847 area code. I know this is a scam, but shouldn't the jail have been from my area code as the number on the phone is local to my area code and not hers?

Yeah sure. You must be very Intelligent.I got the call  form 866-847-1251 on my Wife's cell phone. She passed away almost two years ago. We have 702 area codes so of course the call was from the Clark County Jail.  I would like these people to converse with her where she is now. That would be an appropriate reward for SCUM like they are.

Little girl, I just got this call on my cell phone and it was from the Tarrant County, Texas, jail. Do not accept any calls from this number. For a one-time fee of $9.99, it says you can accept the call. I'm sure you have no business talking to an inmate.
